Javier earned a Master of Public Policy from Blavatnik School of Government, University of Oxford, a Master of Laws in Commercial Law from University of Cambridge, and a Bachelor of Laws from Santa Maria la Antigua University in Panama. He worked as a pupil at barrister chambers in London as a Pegasus Scholar.
